The central issue for developing countries is the disparity between the size of the population and the size of the economy. This has an impact upon the quantity and quality of health facilities and health professionals and is largely manifested as a lack of access to health information and health interventions. Cancer, a set of complex diseases which are increasing in incidence in developing countries as infectious diseases decline and more people smoke, is becoming an increasingly important health problem. It is essential to develop more capacity for cancer control in order to both increase the efficiency of existing cancer control programs though supplementary professional education, and to create new capacity through training additional health care personnel and expanding the available facilities for cancer prevention and treatment. Cancer control programs will need to be primarily directed at preventing preventable cancers, curing curable cancers, and providing end-of-life care when saving life is no longer possible. The way forward lies in developing model projects, particularly those appropriate for low-resource settings, and if successful, promoting their replication and dissemination. This should also help in developing the political will necessary to the development and execution of national cancer control programs.
